Hi,

My understanding is you need to sign up to Apple’s developer program to download the iOS 14 beta. But can anyone do it? I mean I’ve never made an app in my life but if I was thinking about giving it a go is that enough to sign up? It seems there is signing up and then there is an actual payment of 99 dollars? Is that needed to install the beta?

There is no competency check so from that angle: yes anyone can sign up as an to the developer program. There is a free tier but I don't think you get betas in that tier.

Honestly if all you want is beta access it's not worth the cash. Wait a few weeks for the public beta and save the money

Agreed. With the public beta 2-3 weeks out and usually slightly more stable, it isn’t worth paying the $99 to get it that much sooner. But I suppose you can.
 
Cool what work is it related to if you don’t mind me asking?

we have an app on the App Store and I am part of the Team (of two lol) to check the app for bugs before the next release and I am also checking and commenting on reviews at the App Store. Wasn’t aware it was an actual dev account I was using haha
