Can anyone connect to my sound output?

I've just moved into a new place and other people's devices are showing up in my sound drop down. I tried connecting to one to see if it would ask for a password, but it did not. So now I'm wondering if I can see their stuff then they must see mine, so does that mean they can output my computer sound to their system

Those are AppleTV. Mac audio devices are not shared on the network.
Anyway, you should ask your neighbours to check their AppleTV settings.

OK thank, what should I ask them to check exactly? I don't have an appleTV so I don't know what the settings are. So I can see their appleTV's but they cannot see my Scarlet2i2 yes?

Yes, AppleTV are Airplay devices. Your Mac is not an Airplay device.
