Put it as a layer in an app that does layers like PS, PSE, Pixelmator...etc.

Add a layer with your own text.

I think it will be very difficult to do a full edit on this and maintain the antique look. Your best approach may be to create your own from scratch (use this one as a guide) then process it using different filters such as "aged newspaper".

I have a few backgrounds I produced by scanning roughed up bits of paper and card. Feel free to use this one if it helps.
It works best if you blend the text with the paper so the paper 'shows through', and when you've got everything in place, adding a small amount of digital noise completes the look.
