If you go to pixlr.com/o-matic, you can apply the same effects online. One of the effects is "beep" - it's the exact neon squiggle as in the photo you posted.

Thanks Abe. Checked it out and you're right it shows the exact same line, but also came across another pic from online that had a different pattern which makes me think there's an app where you can draw them yourself.
