This is over the internet out and about. Not at home.

I can't figure it out.

Youtube goes at 1 to 3 MB/sec when loading a 1080p video.

My fiber connection is 1 Gbps download and 1 Gbps upload. So I should have enough speed sending out to my iPad.

I am tethering but I have a limited 12 GB of data ATT 4G LTE plan. Not the unlimited plan right now.

I doubt anyone will know.

If you doubt that you get the answer here, then why ask?

How do you test the speed? Is Air video an app? If so, what was the response of the app developer, ATT and Apple when you contacted their support?

Speedtest

Yes it is a app.

And you’re using Speedtest in splitscreen together with this air video app or how do you conclude that there’s a bandwidth difference per app?

Just to be clear, is there a problem in the operation of your iPad or is your primary concern that the numbers aren't what you think they should be? Have you tested with other devices to validate that the problem is the device and it's not just the connection? Has this setup worked for you in the past? If so, what has changed?
