I remember receiving a confirmation email from one my credit card issuers after I added it to Apple Pay on my Apple Watch saying that it's now linked to my iPhone with my phone number. If I have another Apple Watch paired with the same iPhone and add that same credit card to my newly paired Apple Watch, will my credit card issuer freak out. Can I set up Apple Pay on 2 AWs that are paired to the same iPhone?

Yes. Your watch won't have any problem with it.

Or no. Here in China, every bank seems to have a different "limit" on the number of devices a bank card can be linked to and it can also vary between debit and credit cards. For example, I only have my old "main" bank account linked to my iphone and daily watch because there's a limit of 2. Try it... but it won't freak out your credit card issuer. Worst you'll get is an error saying you've reached the limit and need to remove it from another device first.
