Other Can apple see my data if it isn't synced to iCloud?

I know that apple has access to decrypt and read my files in iCloud, but what if i didn't sync them to iCloud?
I didnt sync Notes, Calendar, Reminders to iCloud and am afraid that Apple is secretly uploading my files to itself

They made the phone and its software. Depending on how paranoid you are, they could theoretically spy on you and everything you do on the device.

Assuming you haven't ticked those apps in 'Apps using iCloud' then probably not.
