Can Developers Give Away Unlimited Promo Codes Yet?

Remembered reading a few months ago that developers will be allowed to give away unlimited copies of an app. Has any sort of feature come to fruition?
 
I.e you can provide Starbucks with thousands of codes to give out. What are the rules regarding this?
