Ebay or Swappa would be the best bet at this point.

I believe with Best buy you can still get them fully price but must have a carrier selected. If you get it as Verizon, it remains locked only for 60 days, and after that it auto unlocks. I can't speak for T-mobile/Sprint and AT&T as I never bought a phone on best buy on any of those carriers. I always buy my iphones directly from Apple.

Thanks... i'm asking because i'm going to NY and iPhone 14 Pro looks impossible to pickup in store and i don't have any place to delivery... so i think that it's worth to get iPhoen 13 Pro...

13 Pro's are discontinued, no Apple store will have them.

Get a 14 Plus instead. The 13 Pro Max inventory has been recalled from Apple Stores and sent to carriers.
