I would like to format my ipod to fat 32 for cross platform compatibility, & read that disk utility can destroy some of the ipod settings, & that doing it through parallels & a virtual machine does not work well either, so that leaves using a PC with itunes on it.

I have access to a pc in my home, but it has windows xp service pack 2 on it, & the ipod 7th gen requires service pack 3, would I be able to hook it up to the pc to format it? or would it not be able to read it?
 
You have to *restore* the iPod in iTunes, restoring will wipe all data on the iPod, there is no way around that. Using a virtual machine *will* work, as long as it has USB support, which all the major VM apps do have.

RE SP3: Maybe..? Just try try it, it will probably work.
