I have some pictures that I took on my cellphone, which are horrible in terms of quality. Is there anything that can be done in Photoshop to improve the resolution / clarity of the picture?
 
You cannot add pixels to the photo. What's done is done.

You can try various sharpening filters, but there's a reason I have a dSLR. :D
 
You can probably improve them slightly but to be honest if its a rubbish quality photo to start with its not likely you'll improve it a great deal.

If you had the time and money it could be improved but to be honest it would take a lot to improve a cellphone image.
