can i install winterboard manually

Hi all.....

I have jail broken my iphone....... working fine........yeeeeeaaahhhhhh..

Can i install winterboard through pc.... i cant use cydia.... no wifi available.......

and can i install new update for carrier settings...... will this affect my jailbroken phone.. (i dont wanna install if i need to jailbreak again)....
