I have an iPhone 4 with iOs 6.1.3. Can I jailbreak it with an untethered jailbreak?

I am almost completely new to this, besides watching youtube videos and reading websites. I have backed up my iPhone, but I never saved the SHSH blobs (I don't really know what those are). Any advice is greatly appreciated.

Rumors of untethered jailbreak

I've read some rumors about an untethered jailbreak for 6.1.3 exists, they just haven't released it so apple can't patch it. They plan to release it after iOS 7 is released. Is this possibly true or just BS?

Sadly, desperate people will believe almost anything, no matter how illogical or arcane.

Well it exists, but only for the old bootrom 3Gs.
 
i thought redsn0w did 6.1.3 untethered for the iphone 4? thats what ive read.
