Is there any negative effects for just leaving it on instead of turning it on and off between uses? Seems to become rather tedious over time lol

What device, and what kind of hotspot? Via bluetooth, or via WiFi? Either way, I think it's going to burn up more power, especially with the latter.

I am using an iPhone 4S with its wifi hotspot. I am just wondering the effects to leaving the hotspot setting on so I do not have to turn it and off everytime I boot a device to use it whether it be my iPad/Macbook/Vita.

Just leaving the hotspot setting on, not using it all the time.

I see, you can test it if you like but the fact that it's turned on means the 4S is broadcasting a WiFi network, which uses quite a bit of power I believe.

It will shut off when no devices are connected.

Wi-Fi hotspot turns off when no devices are connected. To automatically turn it back on, go to Settings > General > Network > Personal Hotspot.
