Can I pause iCloud Photo Library Uploading on my iPhone?

I really like the idea of iCloud Photo Library, I use Google Photos which is free but I don't mind paying for iCloud storage since I think I'll like it better... expect for one thing.

I have slow Wi-Fi and uploading slows down the ENTIRE internet at my house... so I'd like to have an option to pause uploading on my iPhone, and maybe resume it every night while I'm sleeping.

Is there any way to do this? I know I could just disable "iCloud Photo Library" in the iCloud settings but then I can't view my photos that are already in the cloud... :\

Hmm, but once I click "Photos" then what? That section says "Pause your upload" and then never tells you how :\

Based on that screenshot all your photos have finished uploading.
