Will I be able to program on it? Is it possible now (I have an iPad Air 2, btw)? Thanks,

Not on the device itself. You'll need a Mac and Xcode to do that.
I guess I was wondering if Xcode was going to be available to use on the IPad with these new updates. The other question is if it's possible to do any programming on the iPad.

With swift now being open source, does this open up any possibilities for third party development environments to come to the app store?

It would be cool to do swift tutorials and write code on the iPad itself, even if you can't develop apps.
