My goal is to get a Sim data plan in Europe and forward all my incoming phone calls (AT&T) from the states to my google voice number and have it ring on my phone just like someone was calling me normally.

Is this possible?

Problem -
For some reason, I've tried and I can't get this to work. Forwarding calls from my iPhone to GV go right to my GV voicemail.
I googled this problem and configured and re confirgured g voice 8 ways from Sunday, but still can't get it to ring my iPhone.
I looked at different forums, threads and posts and reset, reconfigured and re linked my iPhone number a couple of times.

FYI - if I have my sister call my google voice number directly, it does ring on my iPhone as a call coming from google voice. But I think there is some error when trying to forward incoming calls to the same phone. It might be some kind of circular loop error or something?

Traditionally Google Voice has supported call forwarding with Google Voice app or VOIP with Hangouts Dialer where incoming calls aren't forwarded but ring your GV # directly. I use the later method since it works over any internet data like WIFI without cell plan. Perhaps remove GV app and give Hangouts Dialer a try.

Don't use hangouts, don't want to...
It's fine if the GV app rings on my phone. Just so long as I can receive my calls while abroad.
It seems like this should work, but maybe my configuration isn't correct?
I used Skype years ago to do this, maybe I'll just purchase another Skype number and give it a go, although when I did this with Skype I used a burner phone to receive the calls, so they weren't coming into the same iPhone where they were being forwarded from.

They say this is not what Google Voice was intended for, but there is a “legacy” setting that could work.

It looks like these legacy settings have been removed as I don't have them in either the new or old UI for GV.

Do you have another solution to get calls when my iphone is not using cell and only on wifi?
Is Skype the only/best solution?

Yeah it looks like Google Voice won't work for this. Skype's a good solution, there's other VOIP providers too (like Vonage).

When I traveled before I swapped out SIM cards and used wi-fi calling on wi-fi. That nominally worked, and any important message went to voicemail and I could get back to them with my number. There's also now dual SIM (eSIM), haven't tried it yet (have an 11 Pro) but it should allow one to be on cellular off but wi-fi calling on through the other SIM (the local SIM).
