i was reading how to jailbreak with greenpoison and on step 11 it said to restart the phone. now does that mean after i jailbreak it i can restart it as many times as i want and nothing will wipe? i have 4.2.1 and have att

yeah, u can restart it.. nothing will happen..
Only way jailbreak will be cleared is if you restore the phone in itunes.

JB also clears if you hit erase all in settings. It also forces you to restore your phone, so don't hit erase all in settings.

GP is unethered so it can be restarted w/o any type of issue.

The "Tethered" jailbreaks require you to be plugged into your mac/pc and use the tool to reboot.

So reboot away.

I've been watching some Youtubes for redsn0w 0.9.6b4 which is apparently tethered for iPhone 4's?

Why would anyone choose to be tethered if you can be untethered? All these youtubes are at least 4 months old so I gather that GP has surpassed redsn0w..??

For those of us stuck on 4.2.1 (for example, we bought our phone recently), tethered redsn0w was our only option until GP came out.
