Locked as in tied to one carrier?

Or locked as in you can't access the phone because you don't know the password?

Yes, you can simply sell a locked android phone online in New York.

There are thousands of people that are facing a problem with their locked phones.

I would highly recommend selling your locked phone online as compared to the offline market store.

If it's carrier-locked, you can certainly sell it, but it carries less value as a carrier-unlocked device is more versatile as it has a wider audience looking at it. Also - it's easier for YOU to get it carrier-unlocked than it would be for any purchaser.

Locked to a Google account is a whole other story. If you sell it that way it is technically a brick, the purchaser won't be able to set it up for themselves. Most selling sites won't even allow you to sell one in this condition. Additionally - if you can't properly sign out of the account before selling it, it can be assumed that you're selling a stolen device. Properly resetting the device so that it is not locked to a Google account is simple but often forgotten.

If it's blacklisted, don't. It's a jerk move. If it's locked as in security on the device, still not cool. I'm sure people do sell them but they shouldn't. Just my opinion.

And I'm betting the info Jessei tried linking to but couldn't because of the 10 post rule (and has not been seen on the forums since the post was made) was probably a link to how to bypass FRP, which is something I would be reluctant to discuss here, nor do I even know how to do it and don't want to look it up while using my work-issued PC...

Most definitely. You will still be responsible for the cost via your carrier if you still owe money. I’ve done this with GameStop, eco trade in machines and more.
