Can I transfer my T-Mobile # to an iphone B4 my contract ends?

You may be able to do so but T-Mobile may try to tag you with the ETF.
You could get her the iPhone and then port the number when your contract ends. It means doubling up on the billing for a month but it gets you the iPhone you want and is less than the ETF.

Sometimes there is a "window" where you are eligible to be released from your contract/agreement with your current carrier. Sprint allowed us to port our numbers with AT&T/Cingular and we had a few months left. It wouldn't hurt to ask them.
