Can it be unlocked using a jailbreak?

Short answer is No.

Jail breaking allows the download of tweaks to use your iPhone in more ways than Apple want you to.

Software unlocks died about 4.5 years ago.

If your phone is on AT&T you can call them though. Same with T-Mobile. If you've met your committment they will unlock for you free of charge.

If you own a Verizon iPhone 5 or higher then your phone is already fully unlocked.

If you own a Verizon iPhone 4s or below OR are a Sprint iPhone owner, you are totally out of luck. There is no domestic unlock for these.

If you are using a foreign carrier then I have no idea what you'd need to do for that.

I'm being thorough because you didn't mention your carrier or your model of iPhone.
