Can I unlock this iPhone?

I am buying an iPhone for a friend in India, from craiglist.

The modem firmware is 02.30.03, so I am guessing it is not OS 3.0. The person says the phone is 2 months old.

Can I update it to 3.0 and then unlock using RedSn0w, or is that firmware unlockable?
