I have an iPhone SE on iOS 12.0.1.
Can I migrate to iOS 12.1.1 unsigned, and sign it with blobs backup ?

Going to have to wait do that on an XS, or any device with an A12 processor.
Even for earlier processors, the iOS 12 jailbreak is only in the beta stage.
