Can I use the 4GB of 1066 MHz DDR3 memory I have laying around my house in a 2011 Mac Mini that ships with 1333 MHz memory? Will it cause overheating problems or anything? The computer would be for my grandma who just checks email, uses word, imports pictures (maybe once a month max), and makes the occasional holiday card, so nothing really memory intensive. Is this possible?

in theory it can work.
 
Assuming it is the same spec (204-pin PC3-8500 SODIMM), it should be fine but will work at the lower speed (1066 MHz). If a low latency SODIMM, it may even work at 1333 MHz with higher timings depending on how the SPD was programmed.
