I am going to grad school in the US and will be taking my iPhone 7 plus that was bought in Korea. Will I be able to use apply pay with my phone in the US?

No reason why not, as long as your underlying card is good for international use.

Wait does Apple have Apple Pay disabled from Korean iPhone models? As in you cannot enable it or download the native app from the App Store?

It works, In fact this is how people got around the fact that their country didn't have Apple Pay yet, they just changed the region on their phone, added the American bank cards, and then changed the region back.
