Yes, but: To use it as a monitor, you need to open it up, rip the guts out (except for the screen), and install some new hardware. Is this what you have in mind? Not for the faint hearted :).

This generally seems to refer to older mac to older mac not new mini to my old late 2015 El Capitan retina?
Your Retina iMac does not support Target Display Mode. It does not have the capability to serve as display via DisplayPort or HDMI. That's independent of which Mac or other computer you are trying to connect.

I'm looking for the same capability. Does anyone know if Luna Display would work to make the 2015 iMac an additional display for a new Mini? https://astropad.com/luna-display-modes/

It seems like it should work, but on the web page it does not list "Mac mini + iMac":

Computer-to-Mac Mode

Extend your display to any Mac using Luna Display’s Computer-to-Mac Mode. Need a larger display option? Use any extra Mac computer as a second or extended display of your primary Mac or PC computer. Dust off your old Macs and use them as an external monitor! Any combination of Mac models can be used for this Mode:
  • iMac + MacBook Pro
  • iMac + Windows PC
  • MacBook + MacBook
  • Mac mini + MacBook (MacBook as main display for Mac mini)
