I want all the features the iPhone offers -- minus the phone. (The iPod Touch has many of the iPhone's features, but not all.) No, I don't want a Touch (no camera).

I see iPhones on eBay...

* Can I buy one but not activate the phone? (I know the answer is "yes", but will everything else work?)

* Will the iTunes software know the phone's not activated and give me fits?

Yes you will be able to but you will need a old Sim card becasue the phone need a simcard in it. you may get the message saying that the simcard is invalid but you hit ok and you are good to go :)
 
What is the touch missing? Anything other than the camera, microphone, and GPS (which requires an internet connection to use, unless you buy an app that loads the maps into memory)?

That's what the Touch is missing. The camera and mic would be nice to have; the GPS would be a bonus.
