Well, a better question would be, how does iMessage exactly sync?

I would like to have iMessage synced between my iPhone, iPad, and iTouch, but I don't want to use iCloud. Is iCloud service required for this to happen? I'm confused... and am I safe to assume that when the messages are synced somehow, the only messages that will show up on all three devices are messages that "qualify" for iMessage, is that correct?

Please... I'm looking for factual answers, not opinionated answers, meaning please don't post replies that just stay, "get iCloud", because your opinion is that iCloud is awesome (which I'll admit it is pretty cool). If it's required that I use iCloud, you can post something like "get iCloud" and follow up with an explanation.
