I found solutions online that they are all about fix grainy videos by adding filters? I'm wondering whether there are methods to fix blur in iMovie?

In a word, no. You may be able to apply filters to mask or improve certain aspects like color correction, and exposure issues (to some extent). It's been my experience that blurry/out of focus is pretty much something that you can't fix after the fact.
 
Its the whole garbage in, garbage out motif. Or something about polishing a ....... Doesn't matter, I digress. If there is no detail to work with, there is not much you can do.
 
If you have a larger input resolution than you intend to output (for example, if you are using 4K iPhone footage to create an HD movie), you might get some benefits there. I haven't used iMovie in a while as I now use DaVinci Resolve (which is free), so don't know what options there are. In the DaVinci Resolve settings for Image Scaling, the Resize Filter can be set to Sharper.

My reply stands. The answer to the OP's question is "no". Period.
 
If the RAW video is poor, then you are stuck with it ( except for some high end digital wizardry per frame and/or machine learning algorithms that can 'soften' the blur ). There is no way to 'add' information that is not there.
