Can ios 15 downgraded to ios 14 ?

Not possible. No iOS14 versions are being signed by Apple at this time..

Is it not possible to restore from previous backups anymore? That used to downgrade the OS as well

Never worked that way that I remember. You could always reinstall a previous IOS version that was still signed by Apple and then restore your backup as long as that backup was on the same or older version, but IOS 14 is not signed any longer. A restore of backups never automatically reinstalled a different IOS version.

That never worked on Apple devices. Backups always consisted only of user data and NEVER of the operating system.
