I suspect you can at the very least use the new tab groups feature to save your tabs, then clear cookies and cache, then re-open the tab group manually if it's not automatically restored.

But this is just a guess based on how the tab groups feature has been described.

hmmm.. that's an interesting solution! I'll keep it in mind when iOS 15 goes final. Thx!
 
I’d suspect NEVER is the answer. Apple loves to offer nuke option whenever possible instead of tweaking into pieces and deleting only small files. One perfect example was corrupted iTunes library. Apple’s solution is “backup, erase, restore and sync”. Mine is deleting local iTunes library and sync, saving me hours of frustration and waiting, knowing that I can’t use my device during the restore period.
 
Well, clearing cache without losing tabs is not an issue on Macs, so as the two OS' converge I maybe we'd win one here or there
