Carrier Can iPhone 4s 6.1.3 be unlocked?

An iPhone 4s which is locked on Verizon and Still in Contract, it has iOS 6.1.3 and Baseband is 3.4.03.
If I jailbreak it and download Ultrasn0w or SAM, will it work international ?
(it doesn't matter if it will not work in USA, it's already outside it)

Ultrasn0w won't work with your phone, i think the cheapest solution you have is to use Gevey or a rsim to unlock it.

Verizon will unlock your iPhone if your account is in good standing.

Ultrasn0w won't work with your phone, i think the cheapest solution you have is to use Gevey or a rsim to unlock it.

For Gevey: Unlocks GSM iPhone 4S running iOS 5.1 to iOS 6.0.1 (iOS5.0 & 5.0.1 is Not Supported) No support for 6.1.3

For rsim: i don't know if it supports iPhone 4S at this baseband or no!!!
