I dont know if this question is "bad" or not, if it is, please excuse me. But Im under contract with someone other than ATT and would love an iPhone. Im wondering if its possible to use it with other carriers yet? And if so, can all the features be used like as if it was with ATT
 
Apple does not want you to. There have been reports of some success doing so. It will be for the hacker community to do so. Not all the features will likely work, and you may end up being stuck with an expensive brick if apple decides to fight back with itunes.

Edit: after I commented I thought about the apple does not want you to, and I think I should restate it that AT&T does not want you to, and by extension through their contract with them, apple.
 
The ethical question aside, it has been successfully hacked and unlocked... fully featured.

Yes. People are already using iPhones in other countries using both the SuperSIM and the TurboSIM methods. And yes, everything is working call in/out, sms in/out, EDGE, and even youtube. Only visual voice mail won't work because it depends on the carrier itself.
