Based on my list of things I need from a jailbroken iphone should I do a:

I am currently deciding whether to upgrade from my android phone to another android phone or a jailbroken iPhone.

Honestly, I HATE Androids. I don't like how they are laid out, built, apps, etc. HOWEVER I chose an Android because I need my file system. I didn't think to consider a jailbroken iPhone.

Could you please look at this list below and tell me if a Jailbroken iPhone can do it consistently? And if so, if it requires an external tweak/Cydia app please list its name.
1. Apple Developer ability. I actually write apps. Currently, I use an iPod touch as my development device, but if I am switching to iOS I might as well also use my phone.
2. File system: I need to have things organized in folders where you can move stuff around. Here are some more specifics.
A. It is nice if you can play videos directly from clicking on their icon in the file system.
B. It is nice to be able to organize music into folders as if they were playlists. That way an app can shuffle between all of the music in a folder (and its subfolders).
C. It is nice to cut/copy files and unzip zip files.
D. "downloads" folder from the internet is a MUST
E. I can organize photos into folders.​
3. It is nice to be able to have an external drive (like the iXpand) that can plug into the device and my computer. That way I can put files on the flashdrive and copy them from the drive onto my phone. I can also transfer files off my phone easily that way. (iTunes/iPhoto is too annoying)
4. This is probably a long shot, but it is pretty nice how when you plug in an android to a Windows computer you can explore files and add files just as if it were a flashdrive.
5. I actually don't have a lock screen on my android phone. However if someone did login they wouldn't be able to do much. The apps for texting, bank account, etc. are all hidden. To get to them you have to press a random icon, and then know the password. Essentially it would be great to hide apps behind an inconspicuous icon and a password. Perhaps if there could be a "second level" like android does?
6. It would be nice to lock specific apps behind a password. I like to put specefic apps behind a lockscreen rather then the whole phone.
7. It would be nice to encrypt and hide files. I have an Android app (galleryVault by thinkYeah) that allows me to lock up files in a way that they can only be seen from the app. Even if you were to look through the entire file system on my phone you wouldn't be able to tell they exist (they are not found in camera roll, or when docked).
8. Icon switching. I dont mean the way vanilla iOS does it where you essentially make a new icon that is a shortcut (meanwhile the real app is elsewhere on the homescreen). I mean that there is a new icon for the app and the old one is hidden or gone.
9. I am rather fond of my calendar wedgit which syncs with google calendar and takes up about half the screen of a page of my homescreen with a month view.
10. I also like my 1 octave piano wedgit.

Also I am under the understanding that Jailbreaking is reversible. If I decided that my jailbroken iPhone did not fit my needs (and I was still under the acceptable period for the provider) I could undo the jailbreak and return it right?

Also does your jailbroken device work smoothly? Do you ever find that extra features are not consistently working? Do you have to do random reboots, unintall installs (idk)?

Also jailbroken devices do not fundamentally tweak the way iOS manages multitasking or memory right? I dont want these things to function differently as I will be developing apps for vanilla devices.

Everything I've been reading, heavily points to a new JB release once Apple officially releases 10.2. Most expect this Jailbreak to come out near Christmastime.

Apple should release 10.2 early to mid December, and then the JB will come shortly after that.

How likely is it that there could eventually be an iOS version that is not Jailbreakable? For example the Apple TV 2 is still not jailbroken.

Yes, most of the things you're talking about above can be accomplished with a JB device in one way or another.
There's tons of hacks that you will have to research and see if they fit your needs.

I doubt it, unless devs give up and dont actively try to jailbreak it.
Anything can be exploited and nothing is ever unhackable.
If there's enough interest and millions of people with devices that would like to bypass Apples "Walled Garden" then there's always a way.

I heard last year or so, the Jailbreak scene is dead, maybe it was two years ago, when the iPhone 6 Plus first came out and iOS 8, the media saying the JB is over.

Anyway, there was a JB release, and I recall reading it was like the biggest downloads and installs of Cydia on history, like 7 million accounts or something.

So yeah, a Jailbreak I think is still very popular and much wanted, but unfortunately, it looks to be just a once a year release or so. Typically coming out after a .2 or .3 update, which Apple irons out the bugs first.
 
All your wishes can be fulfilled with a JB.

JB is always declared dead if there is no JB for sometime, but miraculously there is always some JB popping-up somehow.

The Christmas release date is more hope than based on any real data. Like the old credo: Sunday is funday...

First it was to come with iOS10 then 10.1 and now it is 10.2.
Patience is a virtue, the Chinese app market is very lucrative so I it will come.
