can mac mini (2.3ghz, 2GB RAM) run photoshop CS5?

How big are the photos / pictures you want to edit / create there? As you can imagine, 1080p .png wallpapers don't need nearly as much power as 36MP RAW-files converted to .tiff from a D800. In the first case, yes, you should be fine, although a upgrade to 4 gig RAM should be godlike for you. In the second case ... better invest in the mid model and stick in at least 8 gig of RAM. Yes, it could handle it, but it doesn't make any fun ...
I don't run Photoshop but I do create some flash and use Dreamweaver and I would not want to try that with 2gb. I'm gonna go with no. If you are real tight on money then go for 4gb, But I really recommend 8gb.
New Ivy Bridge Mac mini will be available soon, I highly recommend you wait for the new generation which should feature 4GB of RAM as standard, faster Ivy Bridge processors and USB3.0. It'll be a much better machine for Photoshop CS5 and apps like that.
Processor, Yes. RAM, no (although technically yes, but the experience will be miserable.). As stated, 8GB would fix that and can be picked up from aftermarket retailers for less than $40 US.
It will run it but you would be frustrated with in minutes. Invest in 8GB RAM and you will be happy.

I've owned many graphic softwares and apps on my Mac mini, and it tends to runs hot with hard loud blowing fan to keep up. Especially, finalizing videos, exporting video, etc... And even viewing flash videos in full screen.
I run CS5 on a Mac Mini Server i7 Quad Core with 8GB Ram. It runs fine on that config. I also run it on my MBA 2011 i5 4GB Ram and it is ok as well.
I believe it would run on your MM but I would definitely get 8GB Ram (4 as the absolute minimum. The extra Ram is readily available on eBay and is cheap for 8GB.
