I have tried to figure this one out but can not. If I try to download a file from say macupdate or any other website where a file can be downloaded, it will not. All I get is the page were the file is for example. http://site/file.zip. This happens on both Safari and Firefox.

Any ideas would be appreciated.

none of these options works. It is persistent among Safari and Firefox. It is too strange. I can't even download the new Safari Beta
 
I'm sorry but I can't really remember how I fixed it but I think I had the same problem a long time ago. When I went to download, it would take me to the download dialog or something but was over stretched or something in the window and I couldn't click or hit enter to "confirm" the download.

Just wondering if you have the same problem?

I think I either deleted the Firefox/Safari Prefs or I did a fresh install of the OS. It was too long ago so sorry but hope this helps just a little bit. Good luck.
