Can only receive text messages after jailbreak/unlock?

Hi. After i jailbreaked/unlocked my iphone, i can only receive text messages and when i send texts, it sends successfully but the person never receives it. Is there any fix for this?

If you have unlocked it and are using on an unofficial carrier are you sure you have the correct APN data settings?

Isn't data (APN settings) for mobile internet?? i mean regular sms messaging...
