Can only run iOS 10 public beta on ONE device ?

iOS 10 uses a beta profile, not something you redeem like with macOS. Go to the Apple BetaSeed website, and make sure you select iOS. There should be a link for iOS Public Beta Profile. Download it and follow instructions to install and restart device. When it powers up go to software update.
How exactly did you go about getting and installing the beta?

If you only let engineers and developers create a product, test it and sell it. You will (as a consumer) have a terrible experience.
Never heard of a/b testing, case studies, ux/ui standards, etc? Public beta testing feedback of any kind if valuable knowledge. If you think you're privileged to be a tester, and others aren't good enough. That says more about you than OP. Sorry if that is mean, but I find it quite mean to claim that there shouldn't be a public beta test because people are unlike you and less experienced. You should be excited that more people are interested and willing to try stuff out, learn from it and get better at techy stuff. You can't have your cake and eat it buddy.
Are you not the "public" but with a bit more knowledge on this stuff? Out of order man. Really not nice.

Go to the Apple Public beta site at https://beta.apple.com/sp/betaprogram/ sign in with your apple id and follow the instructions for iOS on there. You shouldn't need to redeem a coupon for iOS, that is only for the MacOS Sierra Beta and even then it can be downloaded from your purchases section and installed on as many machines as you like. If you're getting coupons from 3rd party sites, don't, it's not necessary to use those sites anymore.
Make sure you have a recent backup before you install too. The current beta release seems very stable but it is still beta, so exercise caution, especially if your device contains mission critical data or any data you can't live without. It's also a good idea to check the list of working/ non working apps at https://forums.macrumors.com/threads/ios-10-compatible-apps.1977186/ in case there's an app you need that's not compatible yet.

I had this too - it was another earlier beta profile (each device needs it's own profile) could it be you have a profile from an earlier beta on the iPad? if so, try deleting that and then download a new profile (more current) for the iPad.
With the growing amount of complaining and lack of bug reporting from users on this forum, not everyone should be installing these betas. Especially if you don't know how to install it. There's too many things that can go wrong, and then there's the people that are stupid enough to sue Apple and ruin it for everyone. And I don't care about feelings. The truth is the truth.
You dear sir, are living in a dream world where your perspective of the truth seems to be 'but I am right, because I hate stupid people and I just don't want it'. Nothing I can do here. I can't have a normal conversation with someone that thinks Apple has chosen you because of your IQ and deep motivation to properly beta test.
To be honest, I don't think that's it at all in your case. You said the fun is then ruined. Beta testing isn't meant to be 'fun'. It's meant as a privilege so you can help review and provide feedback on unreleased software. If you only take a beta as a 'fun thing to do', because it is the newest of the newest, perhaps that just means you don't actually dive in and do your diligence.
If the feedback Apple is getting that installation is confusing on whatever end, that is valuable information, and could lead to improved and smoother procedures.
I appreciate your input, value your argument / explanation, and I am sorry we're disagreeing with each other on the point if people that aren't on a high-horse are allowed to beta test software.
