Can Pangu also JB ios 9.1 beta 5?

No. The exploit used to jailbreak 9.0.1 & 2 was closed in the beta which is why they released it rather than waiting for 9.1 to drop.
Yes. But that's not the question presented in this thread. The question is about the current version of Pangu for iOS 9.
If they were able to do this for the 9.1 betas then all of us would still be stock right now waiting for the release of 9.1 and then the release of the jailbreak. There would have been no point in releasing a JB right now if 9.1 was jailbreakable.
They will find another as you said. But it will be awhile in the coming.
