Can Photogene do what iFlashReady does?

I was looking at these two apps, and I was wondering if Photogene could replicate what iFlashReady does to photos using the manual photo adjustments.

no. Photogene is based on the traditional "global" contrast adjustments such as curves. iFlash has a "local" method according to its description. I am not aware of a Photoshop plugin that does "local" contrast adjustments. Maybe someone else know.
