Can shows be purchased on AppleTV2 if they're not available for rent?

My Dad is thinking about ditching cable for a new Apple TV. One of his favorite shows is NCIS, which is on CBS. It's available for purchase in itunes but I've heard the new Apple TV 2.0 only has rentals of Fox and ABC shows due to the new licensing agreements.

So could NCIS be purchased and viewed on the new Apple TV? I'm not talking about purchasing on a computer and shared via an itunes library-- this would be too complicated for my older father.

No purchases through the new AppleTV, only rentals.

The program would, as you said, have to be purchased from a computer and streamed to the AppleTV.
