can someone answer an iCloud question?

I really don't know much about iCloud. Could some one help explain exactly what it is? My phone and iPad are saying I'm running out of space and I don't know how to clear space cause I don't know what needs to use it or what not haha

Thus far Apple has made a rather feeble attempt at providing a truly comprehensive and easy instruction set, or help file for iCloud.

Perhaps they are looking for a qualified technical writer to do that job.
