you don't have to be a PS expert. You can use many different tools that do cloning/healing...such as Lightroom or PSE.

Do you have PS?
If so, reasonably easy to do, just may take a couple of hours painstaking and detailed work but can be done
have a go, only way to learn

If you don't know what your doing hire a retoucher, probably cheaper than you think and there are people who specialise in restoring old photos

What size is the original and how big is the poster you want to make from it? At this current resolution it's pretty fuzzy to start with and will only get worse if you make it bigger. Contrary to some people's belief, even PhotoShop can't make a silk purse out of a sow's ear.

This would be the process for getting the best results:

Physically clean the original - If you don't have the original, stop. It's all a waste of time and money.
Scan it at the highest possible resolution
Edit the fingerprint out as best as can be done in PhotoShop under high magnification. Several hours time for this
Print to your desired size

This is a process description. I don't do this type of work professionally.

How large is the original?

If this is something that is stamp size, there is far more to be done to make it look agreeable when enlarged than a removal of a finger print/smudge. I'll simply say yes this is something I know quite well from experience.

You may be done with it but there is still a LOT of dust and fingerprint left that could be removed. You need to go back at really high magnification where you can see each pixel.

If possible re-scan the photo. Clean it and the scanner glass first.

Yeah I know. I wasn't at home when I was done with this photo. I would have done real fast with my Wacom Intous tablet.
