Can someone explain the podcasts app to me?

I don't understand how this app works....

It says there is a new episode. I opened the app at home (wifi) and it automatically download the episode.

THis was last night.


Then I am walking to work this morning and want to listen, podcasts prompts me to turn on cellular data to redownload the episode,....

I don't get it? What is the point of having automatic downloads on if

a) it doesn't save the episode
b) it doesn't download without opening the app
