Hey everyone, just wondering if anyone can confirm for sure that a fresh 10.8.3 (external drive or key) install can boot up a 2012 Mac Mini that originally came with that funky version of 10.8.2?

While I haven't seen anything official, 10.8.3 should be a universal OS now. The Mini's came out mid 10.8.2 which is why they had a special build.
 
Not that it's directly relevant to the question, because standard 10.8.2 did come out before the Mac mini (Late 2012) and, as folks have noted, standard 10.8.2 couldn't be installed on on a new mini, but mine, purchased in December actually came with 10.8.1 preinstalled. I double-checked, and my recovery partitition, which I recreated using Internet Recovery after inadvertently losing it when I did my DIY Fusion Drive is still at 10.8.1.

But 10.8.3 should be universal now for the machines that are out.

Yes, because I am doing it as I type this.

I just installed a Samsung 840 Pro SSD into my '12 Mini and then downloaded Mountain Lion from the app store (which is 10.8.3), I then used Lion Diskmaker to create a bootable installer drive so now I have just formatted the new SSD and OS X is 15mins from a completed install.
