Yes, even the 9400m could handle it, it's just a matter of having the graphics settings at the appropriate levels to suit the GPU.

If you've got the current gen, it shouldn't be a problem. How about installing it and finding out!?
 
EDIT : Ignore, it might work, considering minimum requirements are low, but I'd google and see
 
GTAIV on a 9400M? That's a joke! I tried that and you get around 15-05fps at 1280*720 with everything on lowest (and I was using an overclocked 9400M with the latest drivers).
But yeah it will work. I was playing it on my 6970M iMac earlier today. It doesn't run great though. Even on this card you have to turn the settings down to get a smooth 60fps and it stutters and slows down at the most inappropriate times.

(27" iMac running it at 1920*1080)
 
I think the top version of Sandy Bridge iMacs with 6970m should easily play it on high settings 30+ fps.

GTA IV on the PC is a very poor port of the PS3 version. It is really not well optimized.

There are far more complex games graphically that run a lot smoother that GTA on the same machine.

It will work, but I still suggest the PS3 version.
