How many can it do and how?

I know iOS 7 has this and but I'm not a developer so I can't install it.

I know the HTC One can it has a blocked callers list, but not sure about the S4, and can't check mine right now as it's off to Samsung for repair.

HTC one...

Tap the Applications icon from the Home screen.
Choose Contacts then tap on the Menu icon.
Tap Manage Contacts, then on Blocked Contacts.
Now tap on Add icon and select from contacts you’ve already saved in your phone or simply add a number.
To select from People, check the box next to the contacts to block and tap Save.
To add a number, just key in the phone number of the person you want to block and tap OK.


and yes the S4 can

One feature that I like on the Galaxy SIII & S4 is the ability to block calls and texts from any number.

Here's how to do it:
Hit the phone icon
Menu > Call Settings
Call restriction
Auto reject mode on
Auto reject list
Create - add the number or contact
You can Match criteria like "numbers that begin with 123", for example
