I used to use Stumbler quite a lot on 1.1.4 . Is there likely to be a version in the app store, or does the SDK forbid it ?

This is something I'm interested in doing someday, actually a friend just asked me to write one yesterday! :) I've written Stumbler-like programs for Windows in the past, and know a fair amount about the 80211 standards. From what I've seen in the SDK (someone else correct me if I'm wrong) there is no way to get the low level WiFi/Radio details with Apple's provided frameworks.

Obviously the OS is capable of supplying this data (the jailbreak stumbler is proof), but I don't think we're going to see one in the app store because it would likely violate Apple's SDK terms and sandboxing of apps.
