Don't understand what you mean by "desktop app" but if your referring to can you develop an app JUST for the iPad then yes. You can set your application to target only the iPad just as many apps in the AppStore already are only specific to the iPad.

The coding is extremely similar, almost identical but your target device and your views are specific to the iPad only.

On the other hand, if you are asking if you can develop an app that behaves like a Mac OS desktop app or uses AppKit, the answer is no.

What the hell are you asking, friend? You can develop whatever you want for the iPad, but whether it'll do anything or work...
