There's more to a camera than just the number of megapixels. Like JPack mentioned, the sensor could be different. Another thing that's different is the optical image stabilization method used. The 16e does it by moving the lens. The 16/16 Pro does it by moving/shifting the sensor, which is considered to be better.
 
The sensor isn't as good as iPhone 16 and likely smaller. For instance, it doesn't have 100% Focus Pixels, something even iPhone 11 has.
yeah, I just read more about the camera. Seems it is missing a number of features from the regular 16's 48mp. I guess that's how they could make it smaller.

Everything is a compromise. This is why DSLR cameras still have huge lenses because they are going for the best performance. Even as technology improves a bigger camera will still mean better results.
 
How is it that Apple can stash a 48mp camera into the new 16E and have it almost flush, but the 16 needs a huge bump. Anyways, I love it! Finally back to having a (almost) flat back.

It looks exactly like a cheap phone should look like. And what Samsung has been doing with their cameras for years - a straight forward laser cut hole in the back of the phone with not too much thought about aesthetics at all lol

It was a dummy phone for case manufacturers not exactly just a render:

Though now that I look at it their official photos do look a bit different. Maybe they did manage to squeeze it in and find some extra space inside the phone for that singular lens in the end. 🤔

Also as that image was spread around by the OMG IT'S SO BAD crowd it provides some humor now that we see what the phone really looks like, and that all the hyperventilating was just.... hyperventilating.

Another reason is probably the lack of a telephoto, which are longer/deeper than moderate-focal-lenth lenses (unless there's some tiny-lens trickery that I don't know about).
One of the competitions' phones doesn't have a camera bump on the back, but rather a raised plate the full width of the phone; this kinda makes more sense as your phone will not wobble when you set it down.

The best implementation of multiple camera with a near flat back is still the Samsung Galaxy S10 series but the iPhone 16e seems to be a nod to the iPhone 6/7/8/SE 2020/SE 2022 camera bump but we still have to see the device in person...

I realize it was a dummy phone but it shows exactly why we should never trust anything until the real thing is actually released.

Cases are requisite, IMHO.
Nope. I have owned 8 iPhones since the 4S was release, and only two of those were ever in cases. I've shattered one screen on a iPhone XR that was in a case. Going caseless forces me to be more careful with my phones and this has worked for me since the iPhone XR release. My current iPhone 13 and iPhone 15 will never be in cases.. nor will any future phone.

I was out with my friend at the shopping mall yesterday and received a WhatsApp message from another friend we were about to meet up with. I then pulled out my phone from my pocket to read the message and the friend I was with turned around and accidentally slapped my 13 out of my hand causing it to fall from around 3ft, face down, onto a concrete slab.

The phone hit the hard surface with a loud thud but thankfully I had a case on along with a screen protector so everything was fine.

Yes…a personal choice. Which, based on any number of things can become a requirement (requisite) for some but not for others. We form opinions baed on our choices, but thankfully our opinions are not (necessarily or always) binding on others.

In any case (ha!), it would seem that the 16e has roughly the same amount of camera bump as my Pixel 3a XL, which does not (IMHO and based on my lifestyle choices) require a case.
